Why LTR applications get refused
11 documented causes, specific to this visa. Advice that would apply to any visa application anywhere has been deliberately left out — you have read it already, and it is not why you were refused.

Pensioner income is tested by source, and only passive income counts
The Wealthy Pensioner threshold is not USD 80,000 of income, it is USD 80,000 of unearned income. The BOI document list accepts interest, dividends, royalties, rental income and similar passive sources, and states that salaries, director's fees, allowances and benefits in cash or in kind are not accepted for this category. A 55-year-old consultant with USD 120,000 of consulting income and a rental property yielding USD 30,000 is assessed at USD 30,000. The separate requirement to be retired at the time of application compounds it: still drawing a salary undercuts the claim on its face.
What to do instead
Build the income file from passive sources only and total it before filing. Accepted evidence is a filed personal tax return (P.N.D.90/91, Form 1040, SA100, T1 General, BIR60), a pension certificate backed by 12 months of bank statements, or dividend notifications backed by the company's audited financial report, board minutes and shareholder list. If passive income lands between USD 40,000 and USD 80,000, the lower track is open with at least USD 250,000 invested in Thailand in your own name. If the money is earned income, the category is wrong: Work-from-Thailand and Highly-Skilled both accept salary.

The employer fails the corporate test, even though the applicant does not
Work-from-Thailand applicants qualify themselves and forget that their employer is tested separately. The foreign employer must be listed on a stock exchange in some country; or have been operating at least 3 years with combined revenue of at least USD 50 million across those 3 years; or be a 100%-owned subsidiary of a company meeting one of those. A well-paid engineer at a 40-person SaaS company clears the income bar and fails here. Two secondary points: third-party content still circulating quotes USD 150 million, which the announcement dated 4 February 2025 replaced with USD 50 million; and the revenue test is cumulative across three years rather than annual, which makes some applicants eligible who assume they are not.
What to do instead
Get the audited consolidated financial statements or annual report first and add the three years together. For a subsidiary you need the shareholder list certification proving 100% ownership plus the parent's own listing or financials — the parent's strength does not transfer without that paperwork. If the employer will not release financials, a listed parent's public filings do the job. If no route works, the category is closed regardless of income.

The insurance clock is measured at endorsement, not at filing — and its substitutes need 12 months of history
Four distinct failures sit inside one line item. Travel insurance is not accepted. Life insurance without a health component is not accepted. A group policy must provide USD 50,000 per person, not USD 50,000 across the group. And the policy must have at least 10 months of coverage remaining as of the date the qualification endorsement letter is issued, not the date of filing. BOI takes up to 20 working days to decide and the endorsement stage is quoted at 17 working days, so a policy with exactly 10 months left on submission day can be short by decision day. The two substitutes carry their own trap: the USD 100,000 deposit (USD 25,000 for a dependent) is a holding-period test, not a balance test — the money must have been held and maintained for no less than 12 months at the time of application, so a transfer made two months before filing does not satisfy it, and neither does a year of statements that dips below the line in month seven.
What to do instead
Buy or renew a policy explicitly covering hospitalisation and medical treatment in Thailand for at least USD 50,000 with at least 12 months to run before you submit; that buys the buffer the 10-month-at-endorsement rule demands. Check the certificate states USD 50,000 per insured person. If using the deposit route, submit a full 12 months of consecutive statements showing the balance never fell below the line, not a single closing statement; the account may be in Thailand or abroad. The third route is Thai Social Security evidence: latest month's payment receipt, the employer's submitted employee name list, and the valid SSO card, all three.

Income converts to USD at the World Bank official rate, not the rate you used
Applicants paid in baht, euro, yen or pounds calculate their USD income at whatever rate their bank or a currency site shows, and land just over the line. BOI converts using the World Bank published official exchange rate and states on its own exchange rates page that this figure differs from commercial bank rates and prevailing market rates. On a currency that has moved several percent, an applicant who computed USD 81,000 can be assessed below USD 80,000 and refused on a threshold they believed they had cleared. The same conversion applies to the USD 1 million global asset test and the USD 500,000 Thai investment.
What to do instead
Recompute at the World Bank official rate published on BOI's exchange rates page before filing, for each of the two qualifying years separately. If the result lands close to the threshold, either wait for a stronger year to enter the two-year window or qualify on the USD 40,000 track using a master's degree in science and technology, owned intellectual property, or Series A funding of USD 1 million or more.

Deferred documents trigger a 30-day reply clock that starts after you have stopped watching
BOI's application timeline states that where requested information or documents are not provided within 30 days of each request, applications may be rejected for lack of necessary information. The clock runs per request, and requests arrive by email to the address on the account. The specific trap is the Document Request Acknowledgement Form: it lets an applicant defer the police certificate or the insurance policy, which means those items are requested later, once the file has reached the government-agency stage and the applicant has moved on. A qualifying application can die on a 30-day silence months after submission.
What to do instead
Whitelist ltr@boi.go.th and check the LTR portal account status weekly rather than relying on email alone. If you used the Document Request Acknowledgement Form to defer insurance or a police certificate, have the actual document in hand before the file moves to government-agency consideration, because the request arrives without warning. A police certificate must be under 3 months old when submitted, so do not order it so early that it expires while you wait.

Crypto, gold and collectibles are excluded by name from the USD 1 million asset test
The Wealthy Global Citizen asset test excludes, by name, cryptocurrencies, tokens, gold futures, amulets, art, designer items, watches and jewellery. An applicant with USD 1.4 million of which USD 700,000 is in crypto is assessed at USD 700,000. Accepted evidence is narrow: the latest investment portfolio report, the latest bank statement, or an overseas property title deed plus land register extract. The Thai-side USD 500,000 has its own instrument rules — it must be in the applicant's own name, SET-listed stock must have been held at least a year, government bonds need at least 5 years remaining to maturity, and a leasehold needs at least 10 years remaining.
What to do instead
Count only portfolio holdings, cash and titled real property. The USD 500,000 Thai investment counts inside the USD 1 million total, so it is not a separate USD 1.5 million burden. If crypto is the bulk of your net worth, move a portion into a brokerage or bank account well before filing so it appears on a portfolio report or statement.

The freshness windows are staggered, so gathering documents in the wrong order kills a qualifying file
The LTR file is governed by validity windows that do not line up with each other, and the order in which you collect documents decides whether they are all alive on submission day. Police certificate: under 3 months. Employment letter and remote-work permission letter: issued no more than 3 months before submission. Passport photo: taken within 6 months, white background, business attire, no glasses or headgear. Marriage certificate: a copy no older than 6 months, otherwise it needs notarisation by your own consulate, legalisation by your Ministry of Foreign Affairs, and further certification by the Legalization Division of the Thai MFA — three offices in sequence. Thai company shareholder list (Bor.Or.Jor. 5): no more than 3 months. Land Department documents: no older than 6 months. Anything not in English or Thai must arrive as a certified or notarised translation into English or Thai.
What to do instead
Start the long chains first and the short-window documents last. Begin the marriage certificate legalisation immediately, because three offices in sequence takes weeks; order the 3-month items in a single block immediately before submission, since a police certificate obtained four months early is dead paper. Get translations certified, not merely accurate — an uncertified translation is treated as a missing document. Scan the passport as one PDF: biodata page plus every page bearing a Thai immigration stamp, arranged chronologically as double-page spreads, which is the form BOI asks for.

Income is read off the filed tax return, not off what you earn
BOI's default proof of income is the official personal income tax return as filed to a state authority — P.N.D.90/91, BIR60, Form 1040, Form W-2, SA100, T1 General. Payslips and bank statements are a fallback only for applicants who worked in a country where income tax is not required, and even then notarisation may be demanded. That catches contractors who bill through a personal company and pay themselves partly in distributions, non-filers, and anyone whose filed return shows a much lower figure than gross earnings after deductions. Note also that the Work-from-Thailand test is an average over the two years before application, not a current-year figure, so a strong recent year does not rescue a weak prior one.
What to do instead
Pull both qualifying years' filed returns before you file and read the number BOI will read. If the return understates your position, supplement it with payslips, employment contracts and bank statements rather than substituting them, and be ready to notarise. If you are genuinely a non-filer in a no-income-tax jurisdiction, assemble payroll slips plus matching bank statements as a matched pair; one without the other is weak.

Highly-Skilled files get referred out when the CV does not name the expertise
This is the only category where an outside technical agency judges the applicant. Under Announcement Por. 4/2568, where educational credentials or work experience do not explicitly specify the area of expertise, the file goes to the Digital Economy Promotion Agency, the National Science and Technology Development Agency or another relevant agency; separately, BOI certifies whether the work falls within a targeted industry. A CV that says 'Senior Manager' without naming a technology or discipline invites that referral, with the delay and risk it carries. The industry list is closed — 14 named industries plus a residual category of specified expertise areas — and a role at a Thai company doing something unlisted does not qualify however senior it is.
What to do instead
Write the CV against the announcement's own list, in its vocabulary, and make the expertise explicit rather than implied. Attach the Thai company profile showing the nature of the business and its workflow, which BOI requires and accepts in any format, plus the most recent audited financial statement. On the USD 40,000 track the master's degree must be in science and technology, not any master's. Publications, patents and professional certifications are optional, and they are what keeps the file from being referred out for an expertise ruling.

Approved, then lost at the stamping stage
An endorsement is not a visa. The endorsement letter is valid 60 days; miss it and the endorsement has to be applied for again from the start. Collecting the stamp in Bangkok rather than at an embassy requires being physically in Thailand with the existing visa already cancelled by Immigration, and with enough permitted stay left after cancellation to receive the LTR — a sequencing requirement that is easy to get backwards. A damaged passport will be refused by the Immigration Bureau on the appointment day: water damage, significant wear or tears, missing pages, or unofficial markings. The stamp is also capped at the passport's expiry date, so a passport with three years left costs two years of the five.
What to do instead
Book the appointment as soon as the endorsement letter arrives rather than in week eight. Replace a worn or water-marked passport beforehand, and make sure the replacement has at least 6 months validity and 2 blank pages. Get the cancellation sequencing right: cancel the existing visa while enough permission to stay remains. Bring the original TM.47 receipt if you have been filing 90-day reports, or TDAC evidence if you entered after 1 May 2025.

Dependent applications fail on relationship proof rather than money
Dependents are assessed on relationship and insurance. Unmarried partners are not eligible: BOI's FAQ states the spouse must be legally married and must produce a marriage certificate. A stepchild needs a court order confirming guardianship alongside the birth certificate and the parents' marriage certificate. Children must be under 20, and the visa becomes invalid automatically on the 20th birthday. Each dependent needs their own account in the LTR system with their own documents; a spouse does not inherit status from the main applicant's approval. A marriage certificate more than 6 months old needs the full three-office legalisation chain.
What to do instead
Order a fresh certified copy of the marriage certificate if your jurisdiction issues them; that is quicker than notarisation plus two ministries. Create a separate LTR account per dependent from the outset. For a stepchild, obtain the court order before filing rather than in response to a request. Check each dependent's insurance separately: the USD 50,000 per person rule applies to them, and their deposit alternative is USD 25,000 held 12 months.

If you have already been refused
BOI's FAQ confirms that once an application reaches 'Final Reject' status the same account and the same email address can be used to reapply, and the system issues a new document number for the new application. No waiting period and no penalty are published. Whether a refusal carries any downstream consequence is not addressed in any BOI source: the LTR endorsement is a BOI qualification decision rather than an Immigration Bureau exclusion, and the only Immigration-side check in the process is whether the applicant is prohibited from entering the Kingdom at all — but that is an inference from how the process is structured, not a published assurance. Two things are worth doing before refiling. First, identify which agency in the chain refused. Under Announcement Por. 4/2568 the file is referred to the Ministry of Foreign Affairs (only for watch-listed nationalities or suspicious activity), the Immigration Bureau, the Department of Employment, DEPA or NSTDA (only where a highly-skilled applicant's credentials do not clearly show their expertise), and BOI itself for the targeted-industry question. A refusal from the expertise reviewers is answered with different evidence; a refusal from Immigration is not. Second, change the underlying fact rather than the paperwork — refiling with a reworded cover letter over the same USD 62,000 two-year average, or the same travel insurance policy, produces the same answer. Applicants close on income should check whether the USD 40,000 route applies (a master's degree in science and technology, owned intellectual property, Series A funding of USD 1 million or more, or for pensioners a USD 250,000 Thai investment) before refiling on the USD 80,000 track. A refusal for a requested document not supplied in time is curable: obtain the document first, then refile.
Rejection causes researched 11 September 2026; the visa’s own figures were last checked 10 September 2026. These are separate dates because they are separate pieces of work. Refusal practice is set at individual posts and changes without announcement — treat this as where to look, not as a guarantee.
