Why Cambodia business visa / EB visa applications get refused

The length of EB extension available is tiered by the paperwork you hold. Work permit card plus employment letter plus the employer's patent tax licence supports 12 months; employment letter plus patent tax licence without a work permit supports 6 months; no employment letter drops you to a short job-seeker or proposal extension. Forum posters who held 12-month EB extensions for years without ever obtaining a work permit report being cut back, and the same forum guide reports EB renewals refused where a required permit is missing. The 2017 rule that a 6-month extension is only available without employment documents on a first stay is the origin of the tier.
What to do instead
Have three documents in hand before filing: the MLVT work permit card for the current calendar year, a signed and company-stamped employment letter, and a copy of the employer's patent tax certificate. If the work permit is still in process, file for a 1- or 3-month EB to bridge the gap rather than filing for 12 months.

Cambodian work permits and employment cards expire on 31 December regardless of the month they were issued, and renewal runs through FWCMS with a deadline of 31 March. A permit issued in October must be renewed the following March. An EB extension filed in mid-year with a permit that lapsed on 31 December is filed with an expired supporting document. New arrivals have a separate deadline: the work permit application is due within 90 calendar days of first entry.
What to do instead
Treat 31 March as a fixed annual date independent of your visa expiry: renew the permit through FWCMS first, the visa second. If you arrived mid-year, apply within 90 days of entry and renew again by the following 31 March.

Your employer missed the 1 September to 30 November foreign employee quota window, so no work permit can issue
A company employing foreign staff must apply for its Foreign Employee Quota through FWCMS between 1 September and 30 November for the following year. The quota is a prerequisite for processing any work permit, and without the permit the 12-month EB extension is not available. Missing the window carries a fine of KHR 12.6 million (about US$3,150) under Article 264 of the Labour Law and Inter-Ministerial Prakas No. 498 of 31 July 2023. The constraint is set at the employer level, months before you file anything with immigration.
What to do instead
Get written confirmation from your employer before the end of November that the FEQ for the coming year was filed and approved. If you are self-employed, file your own quota in that window rather than assuming a sole proprietorship registration covers it.

Your landlord never registered you in FPCS, so immigration has no address record matching you
The Foreigners Presence in Cambodia System places the registration duty on the accommodation owner or manager, not on the foreigner. Hotels register guests at check-in; private landlords often do not. The 2026 Cambodia Expats Online guide states that immigration has warned an unregistered foreigner can be refused an extension. The gap commonly appears after a move, when the old address is on file and the new one is not. No government text on FPCS was located for this record; the sourcing is a community guide.
What to do instead
Ask your landlord in writing to confirm you are entered in FPCS at your current address, and check that name, passport number and visa dates match the passport. Do this a month before the extension, because the fix depends on the landlord.

You were issued a Tourist (T) visa at the counter instead of the Ordinary (E) visa, and it cannot be converted in country
The T visa costs $30 and the E visa $35, and travellers report being given T after asking for E. T can be extended once for 30 days and then it is finished: it converts to no long-term category, so EB, EG, ER and ES are all closed to you without leaving the country. Since July 2025 airports issue a digital v-Pass by email instead of stamping the passport, so the class you were given is only visible if you open the email and read it.
What to do instead
State business, pay the $35, and read the visa class in the v-Pass email before leaving the airport. If it says T, correct it at the counter there. Discovered later, the only fix is a flight out and re-entry on an E visa; no agent can convert it in country.

Where remaining passport validity is short, officers reported behaviour is to issue less time, not to refuse: a passport expiring in nine months gets 30 days instead of 90. Forum posters describe the threshold as applied by officer judgement, with no published formula to argue against. No source located states a six-month validity rule as published policy, so treat the outcome, not the arithmetic, as the thing to plan around.
What to do instead
Renew the passport before filing if the new visa expiry would sit close to the passport expiry, and budget for a short bridging extension if it will not arrive in time. When your embassy returns the cancelled passport, give the agent both books so the entry record and current visa can be matched.

Relying on an EG (job seeker) extension to bridge into EB
EG is single entry, so leaving Cambodia cancels it. Its length is disputed and unresolved in the sources: the Cambodia Expats Online 2026 guide describes a maximum of 6 months, single entry, renewable once, while a detailed November 2024 post on the same site says EG is issued only for 1 or 3 months and can no longer be converted to any other extension category in country. The same 2026 guide says immigration may decline an EG to someone who has already held multiple EB extensions. Neither account is a published government text.
What to do instead
Use EG only while actively lining up an employer, and do not leave the country while holding it. Obtain the employment letter and patent tax licence, then move to EB; if an in-country conversion is refused, plan on exiting and re-entering on a fresh E visa. Confirm the current EG length with an agent before relying on it.

Agent-supplied employment letter from a company you do not work for, and the retroactive work permit bill it defers
Agents supply the employment letter and patent tax licence for roughly $50 to applicants who have neither, described by long-time residents as an accepted practice rather than a legal one. The cost surfaces later: reports from experienced residents describe a retroactive work permit fee plus a fine for every calendar year spent in Cambodia on an E-class visa without a permit, whether or not you were employed. With FWCMS data shared into immigration records, a paper employer that cannot corroborate you leaves you presenting documents that contradict your situation at the renewal where you try to regularise.
What to do instead
If you actually work or freelance in Cambodia, register a sole proprietorship and obtain your own patent tax certificate and work permit so the letter describes something real. If you do not work, check whether ER (age 55+) or a dependant-spouse EB fits, neither of which needs employment documents.

Overstay of 30 days or more must be cleared at the Phnom Penh Visa Office and cannot be paid at the airport
An extension is granted on a stay that is still valid, and once past expiry the overstay track applies: $10 per day, and at 30 days or more a $30 exit visa that has to be obtained at the Phnom Penh Visa Office before departure, allowing two to three working days. It cannot be settled at the airport, so someone who books a flight intending to pay on the way out misses it. Entries and exits are recorded electronically through v-Pass, so the overstay sits on the record. UK FCDO advice states there is no limit to the fine for overstaying and that overstayers can be detained and deported.
What to do instead
File two to three weeks before expiry, more around Khmer New Year in mid-April, Pchum Ben and Water Festival. Twelve-month files can take up to 15 business days. If you are already over, go to the Phnom Penh Visa Office before booking the flight, not after.

If you have already been refused
Refusal here is usually not a formal decision letter. The agent or the counter returns the file with a note of what is missing, or grants a shorter extension than requested: 30 days instead of 90, or 6 months instead of 12. You can re-file as soon as the missing document exists, provided the current stay has not expired, and a short grant is normally used as a bridge while the work permit or employment paperwork is completed. Nothing in the sources reviewed describes a bar on reapplying or a refusal that carries between applications. Overstay does carry: $10 a day, and 30 days or more must be cleared at the Phnom Penh Visa Office with a $30 exit visa before departure, with entries and exits tracked electronically through v-Pass. If the block is categorical rather than documentary, meaning a Tourist (T) visa or an EG that cannot be converted in country, the fix is to leave Cambodia, re-enter on a fresh $35 Ordinary (E) visa and start the extension over.
