Why Taiwan Gold Card applications get refused
8 documented causes, specific to this visa. Advice that would apply to any visa application anywhere has been deliberately left out — you have read it already, and it is not why you were refused.

You declared the wrong entry status: a 90-day visa-exempt stamp is not a visa, and the choice cannot be corrected
The application form asks what basis you entered Taiwan on. People holding a 90-day entry stamp select "I entered R.O.C. with a visa of which the duration of stay is more than 60 days" because their passport says 90 days. Unless you actually applied for a visa at a Taiwan mission, you came in visa-exempt, which is a different item on that list. NIA checks your entry record against what you declared, finds the mismatch, and refuses; the notice reads 申請人以免籤證入境,申請時身份類別選擇錯誤,不予許可. The official guidance warns about this choice more explicitly than any other field on the form and states flatly that the category cannot be changed later. No refusal-by-cause breakdown is published, so treat the prominence of the warning, not a frequency, as the signal.
What to do instead
Before you touch the form, look at the stamp or sticker in your passport. A sticker issued by a Taiwan embassy or representative office is a visa. A plain inked entry stamp with a 90-day or 14-day validity and no sticker is visa-exempt entry. If you are not certain, call the Bureau of Consular Affairs and ask what status you were admitted on, then select that. Getting it wrong costs the full fee and a fresh 60-business-day wait.

You are in Taiwan on one of the eight visa classes that cannot be converted at all
Eight categories are listed as non-convertible, and an application filed from inside Taiwan while holding one of them is rejected outright regardless of how strong your qualifications are: APEC Business Travel Card (ABTC), blue-collar worker (FL), foreign official and family (FO), Mandarin study visa (FR), international conference visa (IM), trade exhibition or events visa (IM), medical visa (M), and Working Holiday (WH) — with an exception for British nationals holding a YM visa. A visitor visa stamped "no extension will be granted" also blocks a domestic filing.
What to do instead
If you hold any of these, do not file from Taiwan. Submit from abroad, or leave and re-enter on a different status first. The Mandarin-study (FR) case catches people who moved to Taiwan to learn Chinese and then decided to apply; an exit and visa-exempt re-entry, declared correctly, fixes it.

The NT$160,000 salary route is assessed on a tax document showing income classified as salary, divided by 12 and converted at Bank of Taiwan cash rates
Two separate things fail here. Document type: only income shown as "salary" on a tax statement counts. Sole-proprietor income, dividends and general freelance receipts do not; bank balances, cryptocurrency, pension and welfare funds, stocks and property income are explicitly excluded as proof. The expected document is a withholding or tax certificate (US W-2, UK P60, Canada T4, Australia PAYG summary, Israel Form 106, Russia 2-NDFL, Poland PIT-11 are the named examples); an employer's certificate substitutes only where tax law prevents you producing the tax document, and only if you name the provision. Arithmetic: WDA takes the annual tax form and divides by 12, so the real test is NT$1,920,000 a year of salary and wages, gross. Bonuses, allowances, stipends and cash awards count in; reimbursed travel, per diem and overtime within prescribed limits do not. Foreign currency converts at the Bank of Taiwan buying cash rate on the date of review or during the employment period, which is worse than the mid-market rate and can push a borderline salary under the line between filing and review. And "most recent monthly salary" means any year within the three years preceding the month of application, so a high-earning year you have left behind is still usable.
What to do instead
Do the arithmetic on the tax form total against NT$1,920,000, not on a payslip. Convert with Bank of Taiwan's historical buying cash rate and leave a margin; within a few percent of the line, pick a stronger year from the last three or add a second criterion. For a currency Bank of Taiwan does not list, convert to USD at your country's public bank first, then to NTD at the Bank of Taiwan USD rate — the method WDA itself describes. If you are paid on a 1099-NEC or equivalent, expect the salary route to fail and check a non-salary criterion in your field. If you just got a raise to the threshold and have no tax return yet, the published workaround is the last pre-raise tax statement plus a company salary adjustment statement, annual salary statements or payslips, and an ROC employment contract starting more than a month after the application.

A supplementary-document request runs a 30-day clock — 6 months only if the documents exist solely abroad — and it arrives by email the portal may never deliver
When a reviewer asks for more, you have 30 days to respond. The 6-month allowance applies only where the documents are available exclusively abroad. Miss the deadline and the application is rejected outright. Two things compound it. The request arrives only by email from the portal, and applicants registering with Mainland Chinese or encrypted email services are told they will not receive NIA messages at all. And the request itself lands as a block of red Chinese and English text in the portal that often does not make plain what is wanted, so the clock runs while you work out what to send.
What to do instead
Register with an ordinary international email provider, whitelist the portal's sender, and check the portal directly every week or two rather than waiting for mail. When a request appears, call the Gold Card Help Desk or the sector ministry with your 12-digit application number and get a plain-language explanation before assembling anything. If the documents are overseas, say so explicitly in your reply so the 6-month allowance applies. Community reporting also warns that typing English into the portal's "Reply Comments" box sometimes causes submission to fail with an opaque error — confirm your reply actually went through.

Documents from 25 named countries need ROC mission authentication, and PRC documents need Strait Exchange Foundation attestation
Documents issued in any of 25 named countries must be verified by an ROC overseas representative office. The published list reads: Afghanistan, Algeria, Bengal (the official wording — read it as Bangladesh; searching the page for "Bangladesh" finds nothing), Bhutan, Myanmar, Cambodia, Cameroon, Cuba, Ghana, Iran, Iraq, Laos, Nepal, Niger, Nigeria, Pakistan, Senegal, Somalia, Sri Lanka, Syria, Philippines, Thailand, Vietnam, Malaysia and Indonesia. Documents issued in Mainland China go through a separate channel: attestation by a body designated by the Executive Yuan, in practice the Strait Exchange Foundation, under Article 7 of the Act Governing Relations between Peoples of the Taiwan Area and the Mainland Area. Unverified documents are treated as incomplete information and at minimum trigger a supplementary request. PRC work history separately slows NIA's final security review to 1-2 months on its own.
What to do instead
Start authentication before you file, not after the request arrives — it is the step most likely to blow the 30-day response window. Three carve-outs are worth checking: intra-company transferees to a Taiwan branch or subsidiary do not need work-experience documents authenticated; people employed in academic research in Taiwan with degrees from Taiwan-recognised foreign institutions are exempt for academic and work-experience documents; and graduates of Taiwanese colleges under Article 5-1 are exempt. With PRC employment or study history, budget an extra two months regardless.

The sector ministry can refuse on the merits instead of asking for more documents, and it vets skills even on the salary route
The Gold Card is four permits in one, and the file passes NIA → Ministry of Labor → the ministry that owns your field → back to NIA. The official position is blunt: if the relevant authority believes you are not qualified, it may reject rather than return the file for more documents, and the government is under no obligation to disclose why. Community reporting from applicants who qualified purely on salary is that the sector ministry still asks for skills evidence unrelated to income. The official page names the routing chain but does not enumerate which ministries cover which fields; community guidance names Economic Affairs and Science and Technology among others.
What to do instead
Pick the ministry whose remit genuinely matches your work: changing field after submission is documented as difficult and as lengthening review, and there is no general category. Expect a longer panel stage for a niche specialism, and do not assume a salary figure closes the skills question.

Your employment certificate has no company chop and no actual employment dates
The certificate of employment is expected to carry five things: your full name, the company name, your position, the actual duration of employment, and the company stamp, seal or the signature of the issuing entity's representative. A letter on plain letterhead with no seal and no dates is treated as incomplete. If the certificate stands in for a tax document on the salary route, it must also state the actual salary received; if it does not, payslips have to be attached or it will not be accepted. Anything not in English or Chinese needs a translation alongside the original.
What to do instead
Ask HR for a certificate naming all five elements explicitly and carrying the company chop or an authorised signature — the default employment verification letter at many Western companies has neither dates nor a seal, so specify both. You may translate documents yourself and attach the originals; a certified translator is not required. For Taiwan work experience, an employment permit letter plus your ARC can substitute for the certificate.

You hold an ROC passport without household registration and entered Taiwan on it
NWHOR passport holders are eligible for the Gold Card, but a domestic application requires that you entered Taiwan on your foreign passport. Entering on the Taiwan NWHOR passport and then applying from inside the country is stated to result in rejection. ROC nationals with household registration or a national ID are not eligible at all.
What to do instead
If you hold both a foreign passport and a Taiwan NWHOR passport, enter on the foreign passport and apply using that passport throughout — the English name on the application must match the passport you entered on. If you already came in on the NWHOR passport, file from abroad or leave and re-enter on the foreign one.

If you have already been refused
A refusal ends that application permanently: NIA states you cannot resubmit or continue a rejected case, and the fee is not returned. Two paths exist afterwards. (1) Administrative appeal — file with the NIA Service Center you nominated as your card pick-up point within 30 days of receiving the adjudication; it is forwarded to the Ministry of the Interior. This is the route if you believe the decision was wrong on the facts. (2) Reapply — you may file a completely new application on the portal, with no waiting period stated and no published bar on repeat applications. Nothing in the published guidance treats a previous refusal as a negative factor, but you pay the full fee again (NT$3,700-5,700 for most foreign passport holders, NT$7,605-9,605 for US passport holders applying from abroad). For procedural refusals — wrong entry-status category, an unconvertible visa class, documents that arrived after the deadline — refiling is usually faster than appealing, because there is no factual dispute to argue. Appeal fits the case where a ministry rejected you on the merits of your qualifications and you hold material you were never asked for. One structural warning: the government "reserves the right not to issue a visa and is under no obligation to disclose the reason", so you may be appealing without knowing what failed. Rejection causes researched 11 September 2026; the visa’s own figures were last checked 11 September 2026. These are separate dates because they are separate pieces of work. Refusal practice is set at individual posts and changes without announcement — treat this as where to look, not as a guarantee.
